Agriculture was one of the most contentious subjects in the Uruguay Round negotiations and, at several points, failure to reach agreement threatened the entire round. Will the agreement that was finally reached significantly change agricultural policy and the trading environment for agricultural products? This report gives some preliminary answers to those questions for OECD countries. Although some very important "systemic" reforms have been achieved, some time will elapse before these are fully translated into concrete changes in trade and policy. Overall support to the agricultural sector is high, and is likely to remain so, at least over the short and medium term.
